ZB has always been for diplomatic relations and using diplomacy as an important tool. "Why would Syria interfering (or "sabatoging" as the article says..) in Iraq have any effect on whether or not we should conduct diplomacy with them?

The man has always favored using an entire array of diplomatic tools available.
