Wrong focus on sales tax

New York is typical of many other states. New York requires residents to pay tax on out of state purchases when they file their income tax returns. The problem is that the NY residents don't want to comply with the law and the tax authorities have not figured out how to effectively pursue the individual taxpayers (although it can reasonably be done), so they instead seek to impose the burden on out of state businesses. When Mr. Francis talks about the tax not being new and just collecting an existing tax, he is being disingenuous. It is simply an existing tax, but it is not up to the out of state retailer to collect it. It is the responsibility of the individual taxpayer to declare and pay the tax. That is where the enforcement effort needs to be made. But I suspect that if a real enforcement effort was directed at the individual taxpayers, then the politicians might begin to feel some real heat. Better to attack a big out of state business, rather than the locals, right? What the governments need to focus on is the fact the taxpayers are getting sick of paying more and more tax because spending is not being controlled. The solution lies not with collecting more tax, but in drastically reducing government activity and spending.
