"The destruction of New Orleans by Hurricane Katrina expelled many poor black residents and allowed most of the city's public schools to be replaced by privately run charter schools."
The Orleans Parish Public Schools were already being taken over by the state and some were parceled out to charter schools, some were being run by the University of New Orleans. More than one person in headed to or already in jail over crimes committed at the Orleans Public Schools. Katrina was not the reason,. If anything Katrina slowed down the recovery of the school District.
