One must, as others have commented, have at least an average IQ to be LD.

There are people who are LD and gifted, I am one of them. I graduated from college (a state college) with honors (magna c. laude). I was offered to be part of the honors college there, but passed it up because doing 4-5 classes was all I could manage since everything takes me longer than my more typical peers. Honors college involved additional work. I was admitted to a mathematics honorary, Pi Mu Epsilon (I am very gifted in mathematical reasoning, not to be confused with arithmetic, where dyscalculia causes me problems). I was offered admission into the Gold Key Honor Society but didn't have the $50 to join. I have achieved, working to my strengths and working around my LD with appropriate accomodations. Accomodations enable LD students to acheive to their full potential. I am LD, and I am smart, they are not mutually exclusive. Might I suggest "angry father" go to ldonline.org and get the basic facts?
