IRGC Sanctions: Too Little, Too Late/ revised

Five obvious questions emerge in the wake of a possible US decision to adopt sanctions against the IRGC.

First, the US has been engaged in joint planning on Iraqi security issues from 2002, according to reports from Radio Liberty/ Radio Free Europe. Why the delay in imposing sanctions?

Second, Kurdish leaders Barzani and Talabani meet regularly with commanders of the IRGC and the Quds Force. Why has the US not put a stop tp those meetings?

Third, the IRGC, supported by the pro-Iran political party SCIRI and its Badr Brigate militia, is moving to take control of Basra from Muqtada al Sadr and his Mahdi Army. Will the US and the UK prevent this Iranian takeover?

Fourth, why has the US not asked PM Maliki's govvernment to declare SCIRI, the Badr Brigades, and the IRGC, who are in command, illegal organizations in Iraq? The Republic of Ireland has since the 1930's declared the Irish Republican Army an illegal organization.

Finally, each day brings fresh reports of US military confrontation with Sadr's Mahdi Army. Why do US forces never confront SCIRI, the Badr Brigade, and the IRGC?
