Teachers need both things. Do you want a highly motivated but untrained heart surgeon learning on the job when it's your heart? Please notice the uncertified people are not as good for a few years, then catch up. Why should children have to tolerate that? And why make it worse by training everyone that way? People from teacher ed. programs have a lot of field experience that makes them more effective from the first day (see this study). After a while the uncertified people have their field experience too--at the children's expense.
