Teacher union's responsibility in this matter?

As a founder and charter member of the AFL/CIO United Federation of Teachers in NYC, former chapter chairman in my school and a leader of the strikes that initiated the union, I'm appalled that the current UFT leadership has not called for the usual assignment of teachers to this school along seniority lines. Will the union forgo all of its rules in order to permit those without licenses to teach in this school? And where is the Council on Supervisory Associations with respect to the assignment of the principal to this school?
