I think that an Army can fight an Army - But an army cannot fight guerilla (terrorism) activity. I think that guerilla activity can only be fought by the victims.
The US was the victim in the 9/11 attacks, but the guerillas were Al-Qaeda, not the Iraq's. Al-Qaeda should be fought but not by uniformed military. Guerillas do not wear uniforms.
Therefore, when President Bush stood on the aircraft carrier under the banner "Mission Accomplished", that was a milestone. The decision to remain in Iraq after that was a mistake and the continued occupation is still a mistake, even if humanitarian efforts and reconstruction are employed.
Humantarian and reconstruction efforts should be employed if the resultant "fragile" coalition government requests, but not be done by Military personnel.
US creditability has been damaged by the first stike option including the lack of WMD, and continues to be damaged by the occupation, Gitmo , Abu Grab, and vetoing UN resolutions against Israel and others. Let the UN speak!
