The city's Department of Housing Preservation and Development says more residential building permits were issued in 2007 than any year since 1972. The 31,918 permits were the second-highest number issued since accurate records were first kept in 1965.

More permits than ever were issued in Brooklyn and Queens, according to U.S. Census Bureau records. Seventy percent of the permits were issued in boroughs outside Manhattan.
