Council Member Inez Dickens, whose district includes the targeted area, said yesterday that the plan would "protect the historic and cultural character of Harlem" and touted the inclusion of incentives and requirements for "affordable" housing."

The rezoning plan, which will create a mixed-use corridor along 125th Street that allows for new commercial and housing space, drew criticism from some circles regarding fears the changes would displace local residents and businesses. Yesterday, a judge rejected a request by opponents of the bill to issue a temporary restraining order on the rezoning.
